A pinning package for one or more RAPIDS projects. Pinning packages express only run_constraints dependencies. By including this package in any given section of another recipe, you are pinning the dependencies of that section to the versions of the RAPIDS projects specified in this package. This is useful in CI contexts, where it is undesirable to have the package versions change based on external package availability.
