Set 'PYTHONNOUSERSITE=1' on environment activation.
This package defines the environment variable 'PYTHONNOUSERSITE=1'
when the Conda environment is activated. This prevents the Python
site module from adding a user site to the sys.path,
effectively insulating the Conda environment from user-level
packages.
